Once you exit the Donut Shop, deal enough damage to Nemesis and pick up the second Supply Crate. However, you have to deal enough damage to Nemesis once you have set the Subway route in the Subway Control Room. The Moderator is earned in the exact same way as the Extended Magazine weapon part.
